Webster Township Board Meeting called to order at 7:30 by Sup.

Fisher. Present: Fisher, Baldus, Calhoun, Fink, Kingsley and 13 residents. Absent: Zoning Inspector Jim Ross.

Motion Fink support Calhoun to approve July 10,01 minutes as presented. Carried.

Motion Calhoun support Kingsley to accept Treasurer’s report and pay bills as presented. Roll call vote, all ayes and carried.

Webster Township Planning Commission Report received.

Parks and Recreation Comm. Report. They are waiting until fall to plant the trees from Edison.

Zoning Inspector Report. 34 permits, 29 addresses and 30 properties were inspected.

Sheriff report received.

Motion Calhoun support Fink to approve agenda with the following corrections. Item F under new business be removed. Date of Regular meeting minutes to be changed from 7/19/01 to 7/10/01. Carried.

OLD BUSINESS;

A) Scully Road Lane.

Sup. Fisher continued working with Twp. Attorney to explore options for stopping action on Scully Road and report at Sept. Meeting.

B) Purchase of 9.72 acres from May Mast Estate.

Executed copy of land contract received. Sup. And Clark to sign contract, payments will start, and property rezoned to Public Land.

C) Webster Township VS Thomas Bloom.

No update.

D) Leavitt VS Webster Township Board.

No update.

E) Recycling.

Center closed. No input from County Comm.

F) Whitney Wetland Project.

G) Northfield Township Library Penal Funds Redirection.

Prior to next year budget will establish Fee with County Treasurer to be directed to Northfield Library.

Fisher in negotiation with Nextel Attorney. Will work with Reading

Permit was never granted to original owner. After this came to light present owner has been informed that a permit must be applied for.

D) Sheriff Substation at Webster Township

Motion Kingsley support Fink to authorize Fisher to negotiate with Sheriff to establish substation at Webster, East Bay of Fire Garage be converted to squad room and two locker rooms. Benefit would be

E) Revision to Telecommunication Tower Ordinance

Webster Township Planning Commission report received.

Parks and Recreation Committee reported trees to be delivered October 19/01 and will be planted 10/20/01.

Zoning Inspector issued six permits, twenty-two addresses and inspected seven properties.

Sheriff report received.

Review and approval of agenda. Two items under new business to be added: Item C Meeting Protocol and Item D Charter Township.

A) Pineau Private Road Variance. Fire Department reviewed and accepted the change in curve as presented.

No response from letter to Hamburg Township Board. Final approval of Mystic Ridge not approved. Cost estimate to widen Scully Road to be presented at October Meeting.

F) Sheriff Contract 2002/2003. Contract has been signed, executed copy as yet not received. Meeting Friday with Dexter Township and Dexter Village at 9 A.M. to discuss combined patrol.

Motion Calhoun; support Kingsley to adopt the following resolution.

The Webster Township Board, by Resolution, authorizes and instructs the Webster Township Treasurer to apply an Administration Fee of

1% to taxes levied within Webster Township. Carried.

B) Budget Revisions.

Motion Fink; support Baldus to approve the budget adjustments as presented. Carried.

C) Meeting Protocol.

Motion Calhoun; support Baldus that the Township Board open meetings with the "Pledge of Allegiance" to the Flag. Carried.

Webster Township Board Meeting called to order at 7:30 by Sup. Fisher. Present: Fisher, Baldus, Calhoun, Fink, Kingsley, Zoning Inspector Jim Ross and nine residents.

Motion Kingsley, support Calhoun to accept the September 18, 2001 as presented. Carried.

Planning Commission report received.

Parks and Recreation Committee reported planting 25 trees, 30 more to be planted the first of November.

Motion Calhoun support Fink to accept treasurers report and pay bills as presented. Carried.

Zoning Inspector issued 22 permits and five addresses since the Sept. meeting.

Sheriff report was presented.

Motion Kingsley support Baldus to accept the agenda as presented.

A) Nextel Cell Phone Tower

Motion Fink support Calhoun Webster Township adopt the findings of the Planning Commission and site plan approval and grant Special Use Permit for Parcel No. C-03-27-100-027. There was a discussion regarding ten additional parking places. Roll call vote, all ayes and carried.

Fisher recommended board approve the financial lease, even with the absence of additional parking. Fisher to execute the agreement on behalf of the Township. Motion Fink support Baldus, roll call vote and carried.

B) Scully Road Lane

Supervisor Fisher attended the Hamburg Township Meeting. No results as yet. Will be addressed at the November Meeting.

C) Whitney Wetland Project. No update.

D) Revision to Fee Schedule. November Meeting.

E) Sheriff Contract 2002/2003. Contract received and fully executed.

F) Revision to Telecommunication Tower Ordinance. Paul Zalucha to chair the committee after the first of the year.

Motion Fisher, support Kingsley to test credit card use on summer taxes 220 and 2003 and direct Calhoun to start project. Carried.

C) Temporary Trailer Permit-Guenther Bldg. Co. at Hidden Woods

Motion Kingsley support Fink contingent upon receiving Surety Bond and approval from Health Department to approve application for Temporary Structure Permit. Carried.

D) Office Closing, Monday December 24

Fisher move to authorize one additional Holiday for staff, Monday,

E) Traffic Light at Mast and N. Territorial Rd

November 20, 2001

Webster Township Board Meeting called to order at 7:30 by Sup, Fisher. Present: Fisher, Baldus, Calhoun, Fink, Kingsley, Zoning Inspector Jim Ross, Deputy Hause and 9 residents.

The meeting opened with the pledge to the flag.

Motion Fink support Calhoun to accept 10/22/01 minutes as presented, carried.

Calhoun Support Baldus to accept Treasurers report and pay bills as presented. Roll call vote, all ayes and carried.

Motion Kingsley support Calhoun to enroll for full year tax collection with a credit card starting 2002 summer taxes. Carried.

Planning Commission report received. Motion Fisher support Fink Township seek guidance of council before approving sub division with access road in Hamburg Township. Carried.

Parks and Recreation report received. Sixty-four trees were planted this fall.

Zoning Inspectors report received. Sixteen permits were issued and twelve properties inspected since the October Meeting.

Special Use Permit for Tall Oak Kennel: Waiting for report from Planning Commission on noise level research.

Citizens expressed their concerns regarding the non-stop barking of dogs.

Motion Fisher support Fink to grant Temporary Structure Permit at 7163 Hickory Creek Dr contingent upon receiving letter from the Health Department approving tank, well permit and Surety Bond. Carried.

Township Board to pursue procedure to follow to set speed limits on

Gravel roads.

Input on FY 2002 Budget requested as well as 2002 road projects.

Motion Calhoun support Fink to accept treasurers report and pay bills as presented as well as the anticipated Sheriff payment, mileage, also the Road Commission, Standard Register and Postmaster not to exceed $42,004.69. Roll call vote, all ayes and carried.

Planning Commission report received. Parks and Recreation Comm. report update received.

Zoning Inspector issued thirteen permits and seventeen properties were inspected since the November 20, 2001 meeting.

Sheriff report received.

Review and approve the agenda. Under new business Item D to be

Kingsley wanted to publicly thank Robert Mast and Charles Estleman for their work on the board and unanimously supported by the Township Board. Carried.

B) Health Care for Elected Officials, further information to be on the agenda at the January Board Meeting.

C) Fire coverage for Harbor Trail: Hamburg Township will present the question to their board tonight.

Webster Township Board meeting called to order at 7:40 P.M. by Supervisor Fisher. Present: Fisher, Baldus, Calhoun, & Fink. Also present: Mark Reading, Attorney; Jim Ross, Zoning Inspector & 22 residents. Absent: John Kingsley. The meeting opened with the Pledge to the Flag.

No report from the Webster Township Planning Board.

Parks and Recreation Committee reported surveyor has been hired and

Pollock is working on preliminary plans for park layout.

Zoning Inspector Jim Ross issued five permits since the December meeting.

OLD BUSINESS

A) Nextel Tower Update. Expect to proceed forward by the end of this month.

B) Scully Road Lane. Final approval for Mystic Ridge from Hamburg Township to occur next month. Webster’s letter and presentation in opposition to extending Scully Road will be considered at that time.

D) Tall Oak Kennel Special Use Permit. Action proceeding with Planning Commission Meeting with engineer representative to review noise suppression plans.

A) Thomas Tucker re Pineau Private Road

Lawyers for both parties present along with Township Attorney Mark Reading stated the issue is where the road should be located on Mr. Tucker’s property, both parties to abide by Private Road Ordinance. Both

parties have come to an agreement to the third road. Request meeting with Township Attorney and Road Commission and also to resolve the

cost issue. As long as things are still proceeding the Township letter of

Sept 12, 2001 will not be enforced.

B) Ms. Marsha Mumm re: ZBA waiver request

Marsha Mumm requested a fee waiver to appear before ZBA to protest classification of LNJ Business on Park Lake Drive. Attorney Reading says issue is a zoning issue. ZBA has a right to determine if they have jurisdiction. Zoning Inspector Ross and Attorney Reading could consult and perhaps Zoning Inspector could reconsider his decision. Some audience members feel it’s a personal issue, Treasurer feels the fee should apply.

Motion Fink support Calhoun to table until next meeting. Carried.

C) Bailey Youth Forum

Resolution was presented in support of the Second Annual Evelyn & McKinley Bailey Youth Forum.

Motion Fink support Calhoun to support resolution and carried.

D) Ann Arbor Country Club License Transfer

Motion Fink support Calhoun to approve transfer of Ann Arbor Country Club location liquor license to new building, same address. Roll call vote, all ayes and carried.

E) C.J.’s Liquor License Transfer

Motion Fink support Calhoun Webster Township has no objection to the

transfer of location of liquor license. Roll call vote, all ayes and carried.

F) Enco-Keller Consent Judgment

Attorney Reading will prepare rough draft of a Consent Judgment for

Board members’ comments before the next meeting.

G) BS&A Accounting Software

Motion Fink support Calhoun Township purchase new General Ledger and Cash Accounting program for $12,000.00. Roll call vote, all ayes and carried.

H) New Copy Machine

Prices to be presented at the next meeting.

I) Scully Road Natural Beauty Road Designation

Resolution in Support of Designation of Scully Road as a Natural Beauty Road was presented.

Motion Calhoun support Fisher resolution passed as presented. Carried.

G) Guenther Building Co.

Motion Fink support Calhoun to transfer Guenther Building Co.

Temporary Structure permit from 7163 Hickory Creek to 7115 Hickory

Creek. Carried.

AUDIENCE PARTICIPATION

Thank you received for keeping Scully Rd in line with Master Plan and would like to support small business. Anyone who wants to file for a variance should have to pay the fee. Request for Zoning Inspector to check on Chamberlin property, not finished with materials on the ground for a year, and also an update of the Portage Base Lake Sewer Authority was received.

Concerns of Barking Dogs, Village Council member, Joseph Semifero, suggested the Boards attend each others meetings to be informed of concerns in the Village and Townships. WEBSTER TOWNSHIP BOARD REGULAR MEETING

April 16, 2002

Webster Township Board Meeting called to order at 7:30 by Sup. Fisher. Present: Fisher, Baldus, Calhoun, Fink, Kingsley, Zoning Inspector Jim Ross, Deputy Hause and fourteen residents.

Motion Kingsley support Fink to accept minutes of the March 19, 2002 meeting as

published. Carried.

Treasurer’s report received.

Motion Calhoun support Fink to accept treasurer’s report and pay bills as presented and to authorize transfer of $140,049.00 from General Fund to Public Safety Fund in accord with approved budget. All ayes and carried.

Report of proceedings of Webster Township Planning Committee received.

Parks and Recreation Committee working on plans for the 9.72 acre parcel.

Zoning Inspector Jim Ross issued thirteen permits and twelve properties were inspected.

Sheriff report received.

Motion Kingsley support Fink to approve agenda as presented. Carried.
